In order to properly read the output, you must use a True RMS Multimeter. A standard multimeter will read 2 to 30 VAC low. The nominal output using an RMS multimeter is 115 VAC. If your multimeter is designed to read modified sine waves and reads this low, send or take the unit to the nearest service center for repair.
