Stanley Black and Decker does suggest all the batteries to be fully charged as a good practice to prolong their life's pan
For instance, this is our recommendation for the specific types of batteries:
For Nickel Cadmium and Nickel Metal Hydride: Best stored fully charged.
And, for Lithium-Ion batteries: Store either charged or discharged.
NOTE: You should regularly charge and discharge all the above batteries to keep them in good shape.
