There was a design change on the LE750 blade. BLACK+DECKER no longer makes the blade with the oblong arbor (hole). You need to remove the outer washer on the blade, the old blade and the inner washer.

Next, you should replace the old oblong washers with one of the round washers in the EB-007A package.

Finally, you should put on the new blade and the final round washer.
