Old and dead battery shipped with new products

Why do you ship old, dead batteries with new products? You can't charge them at all with the provide charger, since they are completely depleted.
Stop this B.S.!
I now have 2 batteries with “new” products that are dead on arrival. Now I have to drop $100 for replacements. DO BETTER Black and Decker.
