Dustbuster Adv Clean

We received a  new Dustbuster Adv Clean yesterday.  It has been charging since it arrived (blue light on).  Blue light was off this morning.  Dustbuster does not start.  Plug it back in and blue light comes back on.  Basically dead out of the box.  Are we missing something?
