I have had this unit around a month and everytime it turns on it has a burning plastic smell coming from it. Is this normal?

Also it does not collect any water which is what I believe the product is supposed to do. 
For context this is the third time of using it so far and the humidity level is 70% so it’s not as if there’s no water to collect from the air.
