My vac has a momentary delay on start up, is this normal?

Yes, many B&D electric vacs have a momentary delay, known as soft-start. This is to prevent the vacuum from instantly turning on full blast, but instead gradually ramp up to full power. This is a normal feature and NOT a defect.
